강원지역에서 중고 거래 사기 피해가 하루 평균 5.5건씩 발생했다. 보이스피싱 범죄에 비해 피해 구제 절차는 미흡해 개선이 필요한 실정이다.
국회 기획재정위원회 유동수 의원실이 경찰중고노트북매입청으로부터 받은 자료에 따르면 지난해 강원경찰청에 접수된 중고거래 사기 피해는 2,027건으로 전년대비 366건 증가했다. 중고거래 사기 피해는 2014년 933건 정도였지만 매년 증가세다.
범죄 수법은 점점 교묘해지고 있다.
중국에서 콜센터를 운영하는 일당과 중고물품 거래 사이트에서 사기를 친 A씨는 춘천지법 원주지원에서 징역 1년을 선고받았다. A씨 일당은 사이트에 '휴대전화나 노트북을 판대한다'는 허위 글을 올리고, 피해자들이 연락을 하면, 휴대전화 판매점의 직원 인 것처럼 상담하면서 송금을 유도했다. 피해자 1명당 70만원씩, 4명에게 받아 가로챘다. 이밖에 강아지 사료부터 명품 가방까지 허위 물품으로 올려놓고, 돈을 가로챈 경우도 있었다.
중고거래 사이트 피해는 갈수록 늘고 있지만, 피해자들이 구제를 받는 제도는 취약하다. 현행 전기통신금융사기 피해 방지 및 피해금 환급에 관한 특별법에 따르면 보이스피싱 등 전기통신금융사기는 '사기이용계좌 지급 정지 제도'를 이용할 수 있다.
반면 중고거래 사기는 전기통신금융사기에 포함되지 않아, 중고거래 사기가 발생하면 계좌 정지까지 7~10일이 걸린다.
신고 접수 즉시 계좌지급 정지가 가능한 피싱 사기과 대조적이다.
유동수 의원은 "피해자는 피해금을 돌려받기 위해 사기범이 검거된 이후 배상 명령을 신청해야 하는데, 사기범이 검거되지 않거나 반환 불능 상내일 경우 피해액을 돌려받지 못하기도 한다"며 "피해액 환수가 신속하게 이뤄질 수 있도록 절차가 필요하다"고 말했다.
온라인 중고거래 플랫폼 등이 활성화되면서 이를 악용한 강원도내 ‘온라인 사기’ 범죄가 꾸준히 증가하고 있는 것으로 나타났다.
A씨는 지난 2022년 2월 26일쯤 온라인 중고거래 사이트에 노트북을 판매한다는 글을 게시, 이를 보고 연락한 피해자에게 80여만 원을 받고도 물건을 보내주지 않았다. A씨는 같은 수법으로 5월 노트북매입9일과 22일과 8월 5일 등 세 차례에 걸쳐 200여만 원을 편취, 사기 혐의로 기소됐다. 재판 과정에서 A씨가 2021년 10월부터 2022년 7월 사이 같은 범죄로 3번이나 처벌받은 적이 있다는 사실이 드러났고, 춘천지법은 A씨에게 벌금 600만원을 선고했다.
16일 본지 취재결과, 도내 온라인 사기 범죄는 지난 2017년 1745건 발생했으나 2021년에는 3081건으로, 5년 새 두 배 가량 급증했다. 하루 평균 8.4건의 온라인 사기 범죄가 벌어지고 있는 셈이다.
이처럼 인터넷을 이용한 사기 범죄가 늘고 있지만, 피해 구제는 쉽지 않은 실정이다. 범행에 사용된 계좌를 사용하지 못하도록 조치할 때까지 시간이 오래 걸리다보니, 그 사이 범죄자들이 범행수익을 빼돌리는 탓이다. 전화금융사기(보이스피싱)에 당했을 때, ‘사기이용계좌 지급정지제도’를 이용, 즉각적인 계좌정지가 이뤄지는 것과 대조적이다. 온라인 사기 범죄는 피해자가 피해금액을 돌려받으려고 해도, 범죄자가 검거된 이후 배상명령 신청을 해야 하는 등 절차도 복잡하다. 온라인 사기 범죄에 대한 제도 개선 목소리가 끊이지 않는 이유다.
경찰 관계자는 “온라인 중고거래 시에는 안심결제 프로그램을 이용하고, 판매자의 연락처를 알고 있을 경우 사기피해 공유 사이트를 통해 확인해보는 등 사전조치가 필요하다”며 “직접 만나 거래하는 것도 사기 예방 방법”이라고 조언했다

한국장애인단체총연맹이 ‘KB 신입장애대학생 노트북지원사업’의 15번째 주인공이 될 신입 장애대학생들을 모집한다고 20일 밝혔다.
국민은행의 후원과 사회복지공동모금회의 지원으로 진행되는 이번 사업은 신입 장애대학생의 학습 환경 편의 증진과 경제적 부담을 완화하기 위해 매년 장애대학생 140여명을 선발해 노트북을 비롯한 디지털 학습보조기기를 선물하고 있다.
올해 15주년을 맞이한 KB 신입장애대학생 노트북지원사업은 2009년 시작해 현재까지 1743명의 장애대학생에게 노트북을 전달했다. 올해도 135여명의 장애대학생들의 새 출발을 응원한다.
2023년 3월 국내 일반 대학교 혹은 전문대학에 입학 예정인 장애대학생이면 누구나 신청 가능하다. 오는 3월 16일 오후 1시까지 한국장애인단체총연맹 웹페이지의 ‘협력&나눔’ 메뉴를 통해서 신청할 수 있다.
한국장애인단체총연맹은 학생의 진로 구아이패드매입체성과 노트북 활용 계획 등을 심사해 오는 3월 31일에 노트북을 받을 학생을 선정한다.
선정된 학생들은 고사양 노트북과 신청자에 따라 센스리더 혹은 트랙볼 마우스도 전달 받는다. 노트북 및 학습보조기구 는 장애인의 날(4월 20일) 주간인 4월 3주에 진행 될 ‘KB 신입장애대학생 노트북 전달식’에서 학생들에게 전달될 예정이다.
우크라이나 전쟁 1년을 취재하러 찾은 우크라이나 수도 키이우에서 열 살배기 딸을 키우는 여성을 만났다. 그는 몇 달 전 갑자기 울린 공습경보에 부리나케 아이 학교 앞으로 달려갔다. 스마트폰 학부모 단체 채팅방에는 아이들이 학교 지침에 따라 교내 대피소로 대피했다는 공지가 떴다. 딸을 데리고 나오고 싶었지만 공습경보가 종료될 때까지 학교 앞에서 마음을 졸여야 했다. 갑자기 ‘교내 대피소에 (공중 살포) 지뢰가 떨어졌다’는 가짜뉴스가 퍼져 아이들은 다른 피난처로 자리를 옮겼다. 발만 동동 구르던 그는 극도의 공포에 떨었다. 이날 이후 ‘학교는 더 이상 보낼 곳이 아니다’는 생각에 집에서 원격수업만 시키고 있다.
지난해 2월 24일 러시아의 침공으로 시작된 우크라이나 전쟁이 장기화하면서 러시아군의 포격과 미사일 공격에 교실을 잃은 아이가 늘고 있다. 유니세프에 따르면 전쟁으로 학교 등 교육시설 수천 곳이 파손돼 우크라이나 어린이 약 500만 명이 제대로 된 교육을 받지 못하고 있다. 그 결과 현재 어린이 약 190만 명이 온라인 수업을 듣고 있다.
온라인 수업은 참혹한 현실 속 아이들에게 힘든 일상을 이겨내는 희망을 주고 있다고 한다. 현지에서 만난 학부모들은 “아이들이 학교 수업에서 위안을 찾는다”고 입을 모았다. 키이우 거리에서 만난 아이들도 좀처럼 보기 힘든 외국인 기자를 붙잡고 영어로 말할 수 있는 기회, 새로운 세계를 탐색할 기회를 놓치지 않으려고 했다.
문제는 아이들 희망의 끈인 온라인 수업마저 노트북이 부족해 정상적으로 진행되기 어렵다는 것이다. 볼로디미르 젤렌스키 우크라이나 대통령의 부인인 올레나 젤렌스카 여사는 13일(현지 시간) 기자와 직접 만나 원격수업을 하는 아이와 교사를 위해 한국이 노트북을 지원해 줬으면 좋겠다고 말했다. 현지인들에게 들어보니 노트북 부족은 심각했다. 러시아군이 미사일 공격이나 포격을 가한 지역의 집들은 가구는 물론이고 노트북이나 PC 등이 불에 탔다. 남은 교사는 고령의 여성이 많은데, 급여가 적어 노트북 살 여유가 없다고 한다.
물론 한국 정부와 기업은 이미 우크라이나에 노트북을 전달해 왔다. 다만 여전히 노트북이 부족한 상황이니 정보기술(IT) 강국으로서 신제품뿐 아니라 중고 노트북을 기부받아 우크라이나에 전달하는 등 좀 더 적극적으로 도우면 어떨까.
우크라이나에서 스마트폰 및 애플리케이션(앱) 개발 기술을 전수해 달라고 요청하는 사람들도 만날 수 있었다. 전쟁이 길어지며 우울감을 느끼거나 외상성 스트레스 장애(트라우마)같이 정신건강에 위험 신호가 생긴 사람이 많아지자 우크라이나 정부는 정신건강 자가 진단용 앱 개발에 노력하고 있지만 역부족이다.
4일 오전 11시 (사)아시아인마을(이사장 조혜숙) 부설 글로벌 이주민 자녀학교 개강식이 열렸다.
이날 개강식에서는 초·중·고·대학생 입학생을 위한 입학축하 장학금 수여식이 있었다. 이 장학금은 성남시장로연합회(회장 김태웅)에서 2월 25일 아시아인마을에 지원한 것이다. 2018년부터 6년째 이주민 자녀들을 위한 장학 사업을 지속해 오고 있다.
이어 각 교실 소개 및 학생 멘토, 전문 강사에 대한 소개가 있었다. 아시아인마을은 지난해 하반기 이주배경청소년재단의 위탁 교육기관으로 선정된 바 있다. 올해도 초등생과 중학생 중심의 한국어를 포함한 프로그램을 진행할 계획이다. 이밖에 코딩, 요리 뿐만 아니라 정원수업, 성격검사, 성교육, 이미지 메이킹, 안전, 법률 등 다양한 수업을 진행할 예정이다.
영어동아리 대표 에릭은 이주배경 아동·청소년 프로그램을 8년 동안 참여한 학생이다. 에릭은 “한국사회에서 특별한 문화적 배경을 지니고 있는 아이들과 만나서 영어를 통해서 서로를 배우고 있다”며 “선배들에게 배웠던 것처럼 저희도 힘닿는 데까지 이주민을 동생처럼 이끌어 주고 싶다”고 말했다.
7년째 이어온 코딩 담당 교사는 커튼 설치비용을 후원하는 등 어려움과 기쁜 일을 함께하고 있다. 그는 “이주민 자녀를 만나서 아이들이 걸음마를 익히듯 가르쳐 준대로 따라와 줄 때 보람을 느낀다”며 “예산 문제로 노트북이 없을 때 센터장과 함께 중고 노트북을 후원받는 등 열심히 일하는 모습을 보면서 나도 힘을 내게 된다”고 전했다.
아시아인마을 조혜숙 이사장은 “개강식을 앞맥북매입두고 성남아시아교회 교인들은 아이들의 교구를 전부 깨끗하게 닦고, 연필을 깎으면서 내 손자, 내 아이가 이주민자녀학교에서 공부해 지역사회에 봉사하는 멋진 사람으로 성장하기를 기도하고 있다”며 “일반학교에 다니는 이주배경 아동·청소년들도 한국어 수업을 원한다면 아시아인마을로 문의하면 된다”고 덧붙였다.
이곳에서는 자체 프로그램으로 드론축구, 댄스, 전자키보드, 국어·영어·수학 맞춤형 멘토링도 하고 있으며, 각 프로그램마다 출석점수를 통해 장학금을 신청할 수 있다. 한국어 수업은 월·수·토 오후 4시이며, 이밖에 수업은 토요일 오전 10시, 일요일 오후 2시에 진
LG전자와 뉴진스의 콜라보(협업)로 출시 전부터 관심을 모았던 'LG 그램 뉴진스 에디션'의 리셀(되팔이) 가격이 뚝 떨어졌다. 한때 중고거래 플랫폼에서 웃돈이 200만원까지 치솟았으나 LG전자가 뉴진스 굿즈를 추가 출시한다는 소식에 한정판 노트북 거래 열기가 시들해진 것이다.
18일 업계에 따르면 LG 그램 뉴진스 에디션은 지난 1일 LG전자 온라인 브랜드숍 판매 개시 후 6분 만에 준비된 수량 200대가 완판됐다. 당시 구매 페이지에 접속자가 폭주하면서 수천명이 접속을 대기한 것으로 알려졌다.
노트북이 완판된 당일부터 중고나라, 번개장터 등 온라인 중고거래 플랫폼에는 뉴진스 에디션을 되판다는 글이 속속 올라왔다. 제품 가격(249만원)보다 100만~200만원가량 웃돈이 붙어 350만~450만원에 시세가 형성됐다. 원래 가격의 2배인 500만원에 판매하겠단 글도 등장했다.
하지만 지금은 300만원 전후로 판매가가 내려갔다. 보름 사이에 웃돈이 뚝 떨어졌다. 굿즈를 포함해 '정가' 수준인 250만원에 팔겠다는 사람도 보여 웃돈이 사라지는 모양새다.
되팔이 가격의 급락은 LG전자가 뉴진스 에디션 굿즈의 추가 판매를 예고한 데 따른 것으로 풀이된다.
현재 LG전자는 LG 그램 커뮤니티인 '재미(Jammy)'에서 뉴진스 에디션에 포함됐던 일부 굿즈를 증정하는 이벤트를 진행 중이다. 이달 20일까지 재미 홈페이지에서 포인트로 구매하거나 응모하면 마우스와 패드, 선 정리 클립, 데코스티커 등 굿즈를 받을 수 있다.
뉴진스 에디션은 노트북 커버와 터치패드, 마우스, 파우치 등에 뉴진스를 상징하는 토끼 '버니' 디자인이 적용해 출시 전부터 팬들에게 큰 인기를 끌었다. LG전자가 노트북 추가 판매 계획은 없다고 밝혀 팬들 아쉬움이 컸지만, 이번 이벤트를 통해 노트북을 구매하지 않아도 굿즈를 가질 수 있게 됐다.
다음달 6일에는 재미 커뮤니티에서 새로운 뉴진스 굿즈를 선보인다. 버니 그림이 삽입된 데스크 매트와 노트북 가방으로 출시 당일 수량을 공개할 계획이다. 이에 따라 뉴진스 에디션 노트북의 리셀가는 더 떨어질 것으로 예상된다.
LG전자 관계자는 "굿즈 증정 이벤트는 출시 초기부터 계획했던 이벤트"라며 "LG 그램을 보유하지 않아도 '재미' 커뮤니티에 가입할 수 있고 굿즈 이벤트 응모가 가능하다"고 말했다.
LG전자는 지난달 뉴진스를 LG 그램 홍보대사로 발탁해 온·오프라인 홍보에 박차를 가하고 있다. 뉴진스의 풋풋하고 감각적인 이미지로 브랜드에 젊은 감성을 입히는 동시에 두터운 팬층과 인지도를 통해 국내외 시장점유율을 끌어올리겠다는 계획이다.
우리나라는 전 세계적으로도 스마트폰 보유율이 높은 나라에 꼽힌다. 방송통신위원회 자료에 따르면 지난해 국내 스마트폰 보유율은 전체 93.4%이며, 특히 10~50대 보유율은 98% 이상인 것으로 나타났다.
교체주기도 빠른 편이다. 시장조사기관 2020년 하반기 기준 20대 이상 스마트폰 이용자의 평균 사용 기간은 27.9개월로 나타났다. 24~36개월의 약정할인 기간이 끝날 때마다 새로운 스마트폰을 구입하는 셈이다. 카운터포인트리서치에 따르면 전 세계 평균 스마트폰 교체주기는 지난해 기준 43개월로 추산됐다.
그렇다면 이 많은 스마트폰은 모두 어디로 가고 있을까? 환경부는 2020년 기준 휴대전화 재활용의무량을 1631톤(t)로 추정했으나 실제 회수돼 재활용된 실적은 27t에 불과하다고 밝혔다. 이는 2%에도 미치지 못하는 숫자다.
스마트폰은 다른 전기전자제품에 비해 개인간 중고거래가 활발이 일어나는 품목인 데다 개인정보 유출 등을 우려해 쓰지 않는 휴대폰을 보관해두는 경우도 많다는 특성이 있다. 또 어떻게 처리해야 할지 몰라 그냥 버리는 경우도 적지 않다.
하지만 스마트폰 안에는 희소 자원들이 들어있어 재활용 가치가 높다. 2018년 발표된 ‘폐 정보통신기기(스마트폰, 노트북 PC)의 자원화 가치 분석’ 논문은 LG와 삼성의 스마트폰과 노트북 내 존재하는 금속 및 비금속의 함유량과 가치를 평가했다.
그 결과 LG 스마트폰의 자원화 가치는 1kg당 2만8506원, 삼성 스마트폰은 1kg당 1만3499원인 것으로 나타났다. 이는 노트북보다 높은 수준이다. LG 노트북의 자원화 가치는 1kg당 7053원, 삼성 노트북은 1kg당 4831원이었다.
연구지는 “천연자원이 부족하고 전자제품 제조업이 국가 산업의 근간이 되는 우리나라는 자국에서 발생하는 폐가전제품 내 자원의 재활용, 이들을 활용한 소재의 개발, 최종 제품의 생산으로 이어지는 선순환 구조를 완성하기 위해 ‘도시광산업’의 활성화가 절실한 상황”이라고 역설했다.
그냥 버리거나 장기간 보관하기보다 자원으로 재사용할 수 있도록 스마트폰 사용자들의 관심과 참여가 필요하다. 대표적인 방법으로는 e-순환거버넌스가 운영하는 폐휴대폰 회수 프로그램 나눔폰 참여가 있다. 폐휴대폰 본체뿐 아니라 배터리, 충전기도 접수가 가능하다.
배출 방법은 택배 접수 혹은 민팃 중고폰 ATM을 이용하는 방법으로 나뉜다. 택배는 착불로 보낼 수 있으며, 접수가 완료된 후 기부금 영수증 신청이 가능하다. 재활용을 통해 조성된 수익금을 도움이 필요한 이웃에게 사용되기 때문이다. 홈페이지에 따르면 2020년 기부금은 510만9297원에 달한다.
민팃은 비대면 중고 판매 업체다. 민팃 커넥터 앱을 설치한 뒤 가까운 곳에 위치한 ATM에 방문해 기기 안에 중고폰을 넣어주면 3분 안에 기능, 외관 등을 진단해 최종 가격을 제안한다. 정확한 가격은 검수과정 후 알림톡으로 발송되며, 해당 금액을 지급받을 것인지 기부할 것인지를 선택할 수 있다. 기부하는 경우 세이브더칠드런에 연락해 영수증을 발급받을 수 있으니 참고한다.
익스모바일은 최근 e순환거버넌스 및 전국이동통신유통협회와 3자 업무협약을 맺고 폐휴대폰 수거를 진행하기로 했다. 오프라인 휴대폰판매매장에서 수거할 수 있는 시스템을 제공한다는 취지다.
위치기반 휴대폰 판매 플랫폼 ‘잇폰’ 앱을 통해 가까운 폐휴대폰 수거 매장 정보를 제공하고 소비자 및 매장 사업자들에게 양방향 혜택을 제공한다. 해당 서비스는 올 상반기 중 업그레이드를 통해 출시할 계획이다.
주요 그래픽 카드 제조사인 엔비디아(Nvidia)가 미국과 유럽의 공식 매장에서 지포스 RTX 30 시리즈 파운더스 에디션의 판매를 중단했다. 국내에 판매되고 있는 RTX 30 시리즈 파운더스 에디션 역시 재고 판매를 끝으로 단종된다. 엔비디아 콜레트 크레스(Colette Kress) 최고 재무 책임자(CFO)가 지난해 3월 모건스탠리 투자자 행사에서 RTX 40 시리즈가 출시되더라도 RTX 30 시리즈가 함께 판매될 것이라고 언급한 지 1년 만이다.
파운더스 에디션은 엔비디아 그래픽 카드의 표준, 기준이 되는 제품으로 레퍼런스(Reference) 그래픽 카드로도 불린다. 레퍼런스 에디션 단종은 곧 공식적으로 제품 판매를 끝내고 라인업을 정리하겠다는 메시지를 담는다. 다만 공식 경로에서의 판매만 중단된 것이지, 서드파티(속칭 ‘비레퍼’) 제품은 제조사의 재량에 따라 판매를 이어가기 때문에 소비자가 따져가며 구매해야 한다.
박수받고 떠나는 RTX 30 시리즈, 라인업 현황은?
엔비디아 RTX 30 시리즈는 엔트리 급인 RTX 3050과 메인스트림 급인 RTX 3060, 3060 Ti, 퍼포먼스 급인 RTX 3070, 3070 Ti, 하이엔드 급인 RTX 3080, 3080 Ti, 3090, 3090 Ti까지 수많은 라인업이 있으며, 가격도 최소 35만 원대부터 250만 원까지 나뉜다. 사용자가 필요한 성능과 시장 수요에 맞게 가격과 라인업을 세부적으로 나눠놨으며, 노트북용 그래픽 카드에도 동일한 구분이 적용된다. 하지만 2022년 10월에 후속 제품인 RTX 40 시리즈가 출시되면서 라인업이 혼합되어 판매되기 시작했다.
2023년 3월을 기준으로 라인업을 정리하자면, RTX 40 시리즈 중 출시가 된 제품은 퍼포먼스 급인 RTX 4070 Ti와 하이엔드 급인 RTX 4080 및 4090 세 종류다. 그러나 엔트리-메인스트림 급 제품은 출시되지 않은 채 RTX 3050, 3060, 3060 Ti 등의 제품군이 라인업을 메우고 있다. 고성능 버전은 RTX 30과 40 시리즈가 모두 판매되고, 보급형은 RTX 30 시리즈만 선택할 수 있는 상황이다. 지난 5개월 정도는 보급형 제품에 대한 소식 없이 이런 라인업이 유지 돼왔다.
소비자 입장에서는 언제까지 라인업이 중복된 상태로 판매될지 몰라서 RTX 30 시리즈를 그대로 구매해야 했는데, 이번 RTX 30 시리즈 파운더스 에디션의 판매 종료로 신호가 켜졌다. 당장 엔트리-메인스트림 급 제품이 출시되는 건 아니지만, 지난 5개월처럼 막연하게 RTX 30 시리즈를 고르기 보다는 기간을 두고 보급형 제품을 기다려 볼 이유가 생겼다. 한편 라인업을 공유하는 노트북은 이미 RTX 40 시리즈가 모두 출시됐으니 원하는 신제품을 찾아서 사자.
금 데스크톱 그래픽 카드를 구매할 예정이라면 선택지는 크게 두 가지로 나뉜다. 고성능을 찾는다면 RTX 40 시리즈를 고르면 되고, 엔트리-메인스트림 급을 고려한다면 기약이 없더라도 RTX 40 시리즈의 보급형 제품을 기다리는 게 좋다. 엔비디아 그래픽 카드의 경우 세대를 건너뛸 때 전작 대비 한 등급씩 높은 성능을 발휘하기 때문이다. 아울러 유명 하드웨어 유출자인 ‘hongxing2020’에 따르면 엔비디아 RTX 4070이 오는 4월 13일에 공식적으로 출시될 수 있다고 하니 제품 라인업 자체는 꾸준히 쌓아질 예정이다.
다만 중고로 그래픽 카드를 구매할 예정이라면 지금 구매해도 무방하다. 엔비디아 RTX 30 시리즈의 경우 암호화폐 채굴로 사용된 중고 제품이 시장에 많이 유통되고 있다. 제품마다 상태나 내구성이 모두 다르기 때문에 섣불리 구매할만한 물건은 아니지만, 당장 그래픽 카드를 저렴한 가격에 활용하길 원한다면 암호화폐 채굴에 사용된 중고 RTX 30 시리즈를 구하는 것도 고려할만한 선택지다. 지금 RTX 30 시리즈 새 제품을 사는 건 손해지만, 감가상각이 충분히 깎인 제품을 사는 건 시도할만한 방법이다.
